The RFP Process for Procuring PIPP Supply This PIPP RFP is a solicitation process by which AES Ohio is seeking to procure full requirements service for their Percentage of Income Payment Plan (“PIPP”) customers. Winning bidders will assume all responsibilities of a Load Serving Entity (“LSE”) in PJM. Only Competitive Retail Electric Service (“CRES”) providers certified by the Public Utilities Commission of Ohio (“PUCO” or “Commission”) are allowed to submit bids in the PIPP RFP.
